Obviously we have hindsight, but I'm surprised they allowed traffic under the bridge at that stage of construction? How much of something like that needs to be structurally sound before allowing civilians around?
I know accidents happen, but just seems like it was no where close to being supported permanently.

The crane is gone in some later photos, so it either has absolutely nothing to do with this and that's well known or someone is doing some serious CYA.

That's what I'm confused about. I feel like I'm missing something here because their should be no way that a cable stayed bridge without the cables attached and no other obvious means of support should have had people on or under it.

Yep. Sepulveda Blvd (one of the busiest streets in all of L.A.) goes right under the runways. At night, traffic is at a stand still going under there and into the airport. They arrested a terrorist for planning to blow the thing up several years ago.
Hate being caught in traffic under there.

Have trouble believing that they'd remove shoring before the cable support elements were installed.

They were on a red flat bed semi truck, they are definitely gone. It was sticking out on both sides of the bridge quite a ways.

That cherry picker probably had personnel in it. the crane next to it COULD have been holding a significant load however.

That is a rubber tire cherry picker not a crane.
Front outriggers are out but rears aren’t which means there was not a heavy load on it.
At that angle and height the load rating would be pretty low.

I hate being stuck in traffic under any overpass. Recall the span over the Mississippi in Minneapolis that collapsed due to rusty gussets. Couple that with repeated reports of the condition of the nation's bridges. Further, I worry about a car above flipping over the side.

That was the load spreaders and jacking system on top the transportets that as they were movingit into place.
