It's been 20 years since I did structural as an EIT (got out of structural and deal with dirt, water and pavement now) and I don't no much if anything about post tensions but the picture that "deltland" posted on page 7 of this thread has me perplexed. Per the picture it appears that the top was thicker than the bottom section which I understand as the structure starts to flex more stress should be in the top. I'm assuming that the round steel are bundles of post tension bands. Looking at the referenced picture the bottom section doesn't appear to be thick enough to provide proper "cover" below the bands. I would have expected to see the entire bottom section as thick as the portion that is resting on the supports. Again, I don't know post tensioning and how strong those bands are.
The one thing I'm sure of is that the engineer, contractor, testing lab and others are working 24/7 with their lawyers going back through all of their paper work/designs trying to prove they are not at fault. At the end of their process at least one if not all of them are going to be very disappointed in what they find in their files.

Looks like there are 2-3 guys standing on the top underneath the cherry picker?
I'm surprised to see traffic was moving at the time, all the cars underneath seem to be fairly even like they were stopped at the light.

That's an amazing failure. How did they not completely reroute traffic while installing that.
