I think that is a comedian named Becky Robinson who does Becky From Marketing.

Could I be wrong, yes I could be wrong. But if you look very closely the filmed person is actually in control of her actions unlike drug or alcohol addict, I don't see her slashing her wrists or knifing somone. It is exceedingly difficult to get that loss of control down for an actor, even Sasha Cohen (Borat, others) never really nailed that.
But maybe I am wrong.
