I do not think you can legally charge someone for using your WIFI service. Maybe if they live with you, you might have some kind of a case. So I would change the name of my portal and the password. If she asks what happened, I'd tell her that I had to cancel the service for some reason (illegal downloading, non-payment, something along those lines..). She'll take the hint and drop it..

If she's on his wifi, I guarantee it's easy enough to direct share files aka create a share on her devices/laptop/etc. He doesn't really need to install a keylogger unless he wants to get into the apps themselves. But he can poke around and find the directory where all her snap/messenger pics are stored and have fun with that.
It's not rocket science or hacker level shite. And it's not illegal to access devices on YOUR network. What you DO with accessed data can be illegal.
