That's exactly how it works. There's a reason why Yeti cups are "evacuated cylinders." The vacuum pulled reduces the molecules available to convect within the walls.
Will an air pocked slow down heat loss? Yes. Would I, as an engineer and certified energy manager use it to wrap my pipes before this cold front? Only as an absolute last resort. As someone above mentioned, an old rag and duct tape will work far better.

so better to wrap with rags the wrap with duct tape to make it water resistant

There was a Mythbusters episode where Jamie Hyneman used bubble wrap & duct tape to keep himself insulated from the cold overnight at the Grand Canyon

It’s an excellent insulator. The lack of matter and the relatively low chance of contact between air molecules compared to liquids and some solids make it a very good insulator.

The outside faucet should have a cutoff just inside the house. Cut it off there, drain the water, don’t worry about it.

It should be a very good temp insulator if there are several layers.

If it is just a pipe and faucet sticking out the ground, bubble wrap or most any other insulator will not prevent freezing. It may prolong it but without a heat source, it will eventually freeze.
You would be better off wrapping with an insulator and then cover with a five gallon bucket. This would allow any heat from the ground to prevent freezing
