If you get the chance get the number or username he's chatting with. Start texting that number to get a name or use an interface like Forewarn.
Then start saying things like "you know Jennifer is texting several guys right now" Or "I invited Jennifer to join us".

My strategy is to tip really well after round 1. Never had a problem getting a second after that.
If the place is crowded then best bet is to belly up, elbow on the bar, cash in hand and make eye contact. Then, tip really well. I'll tip 30 / 40% in that situation. Always taken care of..
