I’d probably avoid the “chief” part, but otherwise it’s fine to call out “can I get another drink/beer/whatever when you have a moment?”.

I think an "Excuse Me " in a loud enough voice he hears you is appropriate. Just don't be an arse or condescending and it's ok to get an employee's attention, when they aren't speaking to another guest.
