The biggest issue will be the inability of anyone to post bail.

Yep.
And to the OP, the office didn't run out of money, he is grandstanding to make a point.
He is also doing it at a time knowing that for the past three weeks the courts have been basically been shut down for the holidays, making the next few weeks extremely busy. Tons of cases set for trial, motions, etc.
