That's not incompetence; it's arrogant gamesmanship. He just got his budgetary allotment for the year. He likely has millions of dollars sitting in his agency's operating account.

It didn’t run out of money. Fake news. The clerk of court got more money than last year buts wants even more. It’s political blackmail. The governor should have him arrested.
