What the frick is wrong with the girl's mom that she can't get custody. Is she Casey Anthony?

It's bizarre. I have to wonder what their attorney was telling them about that unless the ex agreed not to file for modification of custody if the kid entered a guilty plea. That doesn't make a whole lot of sense either.
If the ex wanted custody, the fact that the daughter alleged it, the boy was charged and it happened in the home of the grandparents who kept the girl daily, apparently, would seem to be persuasive in changing custody unless the ex had a lot of skeletons in her own closet. A guilty plea would lend more support to her cause if she was looking to get custody from the father.

It doesn't make any sense because it's most likely not true, IMO. Heimlich and his family probably never thought it would become public knowledge, when it did they were left scrambling trying to come up with an explanation. That is the best story they could come up with

But he was registered as a sex offender... Right? I know it came out because he let his sex offender registration lapse, but him being a sex offender was still out there.

My understanding is that it was not public knowledge because he was a minor when he pled guilty, it only became public when it was pulled back into court for letting it lapse in Oregon
