Maybe ramp meters would work better if some drivers understood that you don't have to come to a complete dry stop at the damn thing and then accelerate like mad to merge into moving traffic. Just leave adequate space between your car and the one in front of you. Simple IMO.

anyone who has ever driven I-66 from the Capital Beltway about 20 miles out can tell you about this...it works well, HOV and no trucks allowed
there may need to be a couple of modifications, but it's a quick and dirty solution...

My opinion is: this won’t help.
As someone who commutes up and down I45 in Houston everyday. Here’s how these “HoV lanes” actually work. They are BMW/Mercedes/Tesla lanes. Meaning people don’t abide by the 2 or more bylaw to use them, police don’t enforce it, and thus everyone who thinks they are more important than the general population will use them.
Then.....after passing everyone they possibly can for 3-4 exits, because they are super important, they want to whip back into traffic, cut over 4 lanes, and exit.
This causes lots of daily accidents. More traffic. And more danger to the interstate.

HOV lanes are in most major cities in the US for a reason. They work. The 'HOV' lanes that are separate from the main lanes are usually tolls.
I'm not sure if the BR area has enough alternative roadways for the 'no trucks' that we have on 66, though. Perhaps Hwy 90... that would flood Florida Blvd with truck traffic, but I suppose most of the growth in BR is in the south, so maybe nobody cares.

HOV lanes are a godsend in Houston but the merges can indeed be a problem. But Houston doesn’t have bridges and shite to contend with. The bottlenecks will still be there.

Trucks to right lane, or even right 2 lanes on the 3 lane interstates would help. They either don't realize/don't care how much slow acceleration turns a small traffic backup into a major cascading traffic jam.
Free market idea: Add a strip club/Waffle House that advertises special rates for truckers between 7 and 9 AM at the Walker exit. To take advantage of this special offer you must spend the whole 2 hours in the strip club. Once the rest of us get to work, then they can rejoin traffic.
Carpool lane might help some. Currently in the AM inbound I-12 traffic does break up a bit between Airline and the 10/12 split - so a carpool lane that has to end during that stretch might not be as catastrophic as it may seem.
Would probably require it to be blocked off some to prevent someone from realizing at mile 6.5 that they need to get all the way from the HOV lane to the Millerville exit.
