One more dumb idea for Baton Rouge morning commute - all that does is add a bottleneck

There’s a new idea that could help ease congestion along I-12 and eventually elsewhere in the state.
Sen. Dale Erdey (R-Livingston) wants DOTD to convert the inside shoulders along I-12 between Walker and the 10/12 split to carpool lanes, or high occupancy vehicle (HOV) lanes. It’s a relatively cheap way to add another lane to the interstate, and the plan already passed a Senate committee with unanimous approval.

I think this is a good idea.
And I think a reversible (and possibly tolled) HOV/Express lane should be incorporated into the new I-10 widening. Only 4 wheeled passenger vehicles with 2 or more passengers allowed.
For I-12, it wouldn't really take much effort beyond signage and new markings.
I don't see why Louisiana's cities haven't set this up already. Eventually we could probably have park and ride shuttles using that HOV lane as well.

My problem with the idea is this:
1. Yes, there are wider than normal and required median shoulders in SOME parts of that route. There are also sections, like at Millerville where lanes have been shifted over to accommodate the recently added on-ramps and over the bridges like at the Amite River. How do they propose to handle spots like that?
2. I believe that HOV lanes will not work unless they are dedicated and separated from the other lanes with barriers, otherwise you get too much weaving. Placing a barrier to do that will probably not result in enough inside shoulder width remaining to meet interstate requirements.

HOV/Express lanes are often not separated from other lanes. They are not separated on I-55 or I-40 in Memphis.
Chicago has dedicated HOV lanes in most areas, but a physical barrier for the reversible express lanes where there are space constraints (Kennedy, Eisenhower expressway closer to the city). The physical separation is required if the lanes are reversible depending on the flow of traffic or if they are tolled.

Well, then really they need to do nothing but proclaim it to be ok to drive on the shoulder (Oh, as long as you have another person in the car). They're already driving on the shoulders now.

Rumble reflector Strips......and some well placed State Troopers.... would stop that.

This is actually a good idea - and so were the ramp meters.
What Louisiana needs to do is restrict trucks with more than 2 axles to the right two lanes only.

There will be no room left for troopers.
How do you handle the substandard shoulder widths that will remain, even without barriers. Along that stretch, between about Sherwood to the split, the average median shoulder now is about 13 feet. Adding a 12 ft lane will leave you about a foot of inside shoulder. In a region signed for 60mph, that is very dangerous.

GA 400 does this (actually for the right shoulder) during rush hour and it works just fine. But of course Louisiana doesn’t want it.
