If you ook at the photo with a majority above water it looks as though the the super structure is already under water. We are only seeing the upper deck

Many Facebook and YouTube posts by people or media in the SF Bay area are posting on the topic. There are some conflicts in the posting.
The boat was a multi-deck pontoon boat owned by the brother of the deceased man. Transponder recordings show that the boat was returning from a short loop into the Pacific ocean past the Golden Gate Bridge. Doing that loop in a "party barge" is exceedingly dangerous. The wakes from passing tankers and container vessels could easily flip the vessel or damage structure.
The fact that the top awning is visible out of water suggests that the pontoons flooded and the vessel sank while upright. The sunken pontoons also suggest that vessel may have been a poorly-designed DIY job. Commercially made pontoons would be foam filled or have multiple chambers.

That is one of the last places on Earth is ever want a boat to capsize. Massive Great Whites all around Alcatraz.

Water is really cold as well. So even if they get out, between the currents and the temps they couldn't just linger indefinitely until help arrived. Luckily there is always a shite ton of folks out there so I'm assuming help arrived pretty quickly.
