Old River was man made?

If I am understanding this, Capt. Shreve cut through a bend in the Mississippi River and where the Mississippi used to flow became Old River... Wiki on Old River

It’s probably more accurate to say, Shreve just sped up a natural process. General Grant’s forces did similar things around Vicksburg.

Dude, the entire Mississippi River south of the Old River control structure is man made if you want to get technical. It would not exist if man had not intervened.

So if a supervillain wanted to do super villain wanted to cause problems, they would just blow up the area between the miss river and old river?

The future will bring hard decisions with regard to the Mississippi. If we are going to try and maintain the ORCS in perpetuity (impossible, IMHO), then they need to abandon the mouth of the Mississippi, and Plaquemines Parish, and let it fill the vast disappearing wetland south of New Orleans.
