Using a toddler as bait to abduct someone is terrible. First you have to acquire a kid, feed it, cloth it, transport it to the hunting ground, and hope that it doesn’t get killed.

If all that succeeds, now you have virtually no chance of choosing who stops to help. A kid will draw a ton of attention, from both males and law enforcement.

And lastly, now you still have to retrieve the toddler after you abduct your 200lb victim in this case.

For the sake of the abduction, there was zero chance a kid was used.

I found lost/alive toddlers before. But those usually take off near massive apartment complexes where most tenants don’t know one another. In those cases, we used our sirens to wake up the entire complex. Eventually, someone pointed us in the direction of momma’s apartment.

The only time I’ve heard of a toddler/baby on the interstate is when there was a carjacking somewhere near New Orleans and he put the child in the car on the shoulder of the interstate.
