Plot twist: She kidnapped the toddler and killed him in the woods and left her belongings to make it look like she was abducted.
She made the story up about seeing the toddler so that if they find the body they’ll think the kidnapper killed the toddler and she was just able to escape.

She obviously was aware of the traffic cam footage before she showed up at the house. Her story is that she was “lured” in by the woods gang. As if they were sirens casting a spell to summon her into their lair.
