Never heard of something like this. Really strange.
Back in the late 90s we had a guy who just finished his masters in Chinese Studies working for the summer and had applied to the NSA.
They flew in and interviewed most of us. Even interviewed childhood friends.

A secret security clearance is generally pretty easy to get. They probably will make a few calls to close family and maybe close associates. I only ever had a secret clearance. I also know people that got held up in A school for the Navy before going to Nuke school because of not getting cleared for a secret yet. Nukes actually only need a secret clearance.
Top secret is something different. The background check is a lot more extensive, and is really on need to know basis. Also clearance extends to the civilian side. Leaving the military with an active top secret clearance is a very marketable attribute because they are expensive to get and not many people have it. There's probably as many civilians as military personal with a top, but really not that many positions require that.
One of the guys that I know who was held up for a secret on the military side ended up getting a top 15 years later on the civilian side after getting out of the Navy. They do take those clearances pretty serious. It's not easy for kids who may have messed up to find a join the military or go to jail plea anymore and if they do, they won't have a clearance with the word secret in it.
ETA: It's not all black ops stuff. A security guard with a top can make twice much for those special positions as similar positions. Data centers is another field that can greatly increase pay if you have a top.

I was interviewed for a friend after collage. I did know they would contact me so not like this letter.
They will come back or call and see from a burner phone.

Years ago, I was working on a project and to get clearance for "my team" we had to get an FBI background check that went 10 or 15 years back. Well, one of the guys was 18 or 19 and I had to contact his lower school principal to verify him for the background check. She was a little bit confused about the conversation. Now that I think about it, why did I have to verify the info and not the FBI?

I dated this chick for 3 years in high school. We thought we were going to get married. My mom passed away my junior year and she wasn't up for how I was changing emotionally and we broke up. 6 months after that we pretty much had no more contact.
5 or 6 years later I get a random phone call from an analyst at the pentagon saying the same thing about her and wanting to ask a bunch of questions about her personality and character. She had joined the airforce when she "failed to thrive" after high school and it was background check related for whatever position she was taking out of bootcamp.
The notice you got was probably real.

When I was getting security clearance the state police went to my neighbor's houses and asked them all sorts of character questions. Have ever borrowed money or gambled, do / did drugs or have a drinking problem, etc ..
My nextdoor neighbor texted me as soon as they left and asked me what in the hell was going on. I had no idea they were going to do this so he was not warned.

Delete your post history and throw your phone in the river.

I'm almost positive I don't know anyone that works for the gubment that's interviewing for a position of national security though
Chances are you knew this person at one point and then lost touch. When I was going through my initial screening they interviewed people I hadn’t talked to in years.
Or this could be for one of your next door neighbors who is going through the process. They talk to everyone they can.

Yep. I had the same. They went to my hometown and visited people that knew me, not just people I listed on the background check paperwork.

Sounds like a security clearance background check. Went through it 30+ years ago.

It's legit as others have said, and I used to do this a lifetime ago.
They may ask you for someone else that knows your friend. Be careful of the name you give because that person may not have rosy things to say about your friend.
I've had that happened before.

When I was in my early 20's. The FBI came by my work and asked my some questions about a high school friend that was in the navy. Doing a background check on him for security clearance.
