Sad part is a lot of those assholes without insurance don't have a valid license anyway.

Here in SC if you drive without insurance you have to surrender your license plate. If you get pulled over in my city and you don't have insurance they'll take your car and your license plate. You'll have to pay a $300 ticket plus the towing fee, storage costs, and you'll have to purchase insurance before you can get your car and license plate back. People complained but the city was tired of the epidemic and told everyone "too bad".

A buddy's daughter's friend got rear ended while sitting in traffic on interstate. The guy was driving his truck, looking at his cellphone, and slammed her going over 60 mph. Crumpled her car damn near to the back of the front seats. She had two small kids (both under 3) in the back seats; one was in a car seat. All three of them went to the hospital with some significant injuries. One of the kids had to spend like a week in the hospital.
She could've made one hell of a good lawsuit against this guy.... BUT she didn't have any insurance. And in Louisiana if you are driving uninsured you can't sue if you get in a wreck, even if it is the other guy's fault. (Not sure how old that law is.)
All she had to do was carry state minimum and she probably would've gotten several hundred thousand dollars, but she's contacted several lawyers and none of them will take the case.
I feel sorry for her, she was pretty badly injured, but I also think that she was wrong for driving without insurance.

People who don't have insurance should be shot and tossed in the river. One, because they are fricking everyone else, and two, because they're probably worthless sacks of shite anyway.

My Mom just had this issue. Uber Driver passed their passenger's apartment. Passenger told them to just drive on the side of the road to get back, one way street. Ends up hitting my Mom in her new car. Uber blames driver, driver doesn't have insurance, police don't even give the offender a ticket. How does this happen? Mansfield, TX was the location btw.

Had one years ago. a-hole was drunk. Hit my jeep that was parked. Dude was so drunk, he started eating baby powder. Even the cops
. Bad thing, dude had a 3 year old kid in the car. Got bang up some.
Dude tried to get out of it but I pushed it. Went to court a few times till they made him pay me. Was a little over 2K damage.
Sucks that more then 25% of the people in Louisiana are uninsured.

The No Pay, No Play law that requires you to carry liability also keeps you from recovering the first $15k of injury and $25k of property damage. That's if you're uninsured and aren't at fault.
You don't carry at least 15/30/25, you don't collect 15/25.
So it's possible she could have collected, even without a suit filed.
Maybe the other driver doesn't carry 300/500 limits so there isn't several hundred thousand to collect. You don't just get several hundred thousand if it's not there to be had. Even if there is an excess judgement this guy may not have any money or assets anyway.
Was she intentionally uninsured?

SC also requires drivers to carry uninsured motorist coverage. Is it required in Louisiana?

No, but you're required to sign a form to reject it, or if you want your UM limits lower than your liability limits.

Bingo. She just didn't want to pay. She's like 20/21, on Medicaid, etc., ... you know the drill.
It is my understanding that the guy is well insured, but the lawyers aren't wanting her case because she had no insurance and is on Medicaid.
I don't know all the nitty-gritty specifics, but what I understand is that if you're uninsured you can't sue for damages and if you're on Medicaid then you can't get anything for the medical stuff.
Like I said, I feel sorry for her kids more than anything else, and for her because this is one of those rare cases where I'll agree that just paying the hospital bills isn't enough and that some "pain and suffering" has occurred (I'm usually very much against such lawsuits).

Last time I was hit by uninsured POS she was put in jail because it turned out there were other charges against her. Plus, I had a damn good lawyer.

Even though she chose to be uninsured (and she deserves everything she gets), her kids aren't penalized like she is. They still have the right of full recovery.
You can definitely still collect on Medicaid.
I know you don't know all the details but something isn't adding up as to why no one is willing to even represent her if only on behalf of the kids. ETA I'm not saying you're wrong (on some things) just saying there's more to it that you aren't being told.

GTFO guilty liberal. These same people get big checks from the government for doing nothing but drinking and drugs every day. They're not trying to be good citizens, they don't give a frick. They drive with suspended licenses and no insurance, but they can afford to put down a couple grand in drug money for new rims on their new Charger
