NOPD Officer Shot, Chief Commends Him For Not Pulling His Weapon

This is where the chief loses me.
This is where the ridiculous SJW activism has led us. An armed man shooting at an officer is absolutely a deadly force encounter. The officer is being praised by the chief because he essentially let himself be used as target practice, most likely due to the fear of shooting the piece of shite and having his face plastered on CNN as a murderer.
This push to not use deadly force when deadly force is absolutely justified will get cops killed and will only further embolden the criminals that already have no regard for human life. This cop is lucky.

this is exactly how the leaders of these cities want these situations handled. They're rather deal with a cop getting shot than deal with the angry mob when a POS gets shot.

Maybe there were innocent bystanders in the vicinity and he did not want to risk further gunfire exchange and killing an innocent citizen?

So, wasn't certain it was the suspect, patted him down, guy started a struggle. During said struggle, a-hole pulled out gun and shot officer in calf. Instead of disengaging and shooting, while also risking being shot again, officer simply maintained physical control over the suspect until help arrived.
Sounds pretty reasonable by the officer to me.
