Those guys haven’t been properly trained. When shots rang, they staggered slowly away and stayed out in the street instead of taking cover behind the tailgate of the truck. Under pressure, you don't rise to the occasion, you sink to the level of your training. The terrorist sped through a busy street on a mission to kill, I’d think he would be expected to be carrying a weapon.

I acknowledge they aren’t military and certainly not something they frequently encounter but the slow retreat into diving into the middle of the street definitely didn’t scream well trained.

How do you know they weren't among the ones shot? Why rush to any assumptions, one way or the other?

Not just not well trained but terrible instincts. It looks like they all just walked up there not expecting anything to happen. You'd assume you would approach ready to shoot immediately. More guys were diving for cover than shooting.
Certainly the video doesn't show everything.
ETA: Seriously, after watching it again the body cam cop is an absolutely idiot. Guy just walks into the middle of the entire thing and then hauls arse running away. SMH

Criticize all you want, but the best video I saw was when the shots went off the cops were all running toward danger, not away from it , that fact is credited with the terrorist not getting a chance to set off his IED's.
