I'm here to tell you the city side is run 10Xs better than the State side.

French Market Corp. handles all the city side and it does a great job. It's board of directors are all New Orleans people.
2nd floor Apts seem to be "aligned" with friends of the city, and the 3rd floor and attic apts are openly applied for.

The state side has Louisiana State Museum Board AND the Irby Board Running the Lower Pontalba. Both boards are full of out of town people. There are a couple of big time assholes in the mix making decisions that are authoritarian and spiteful. It's a mess.

Now picture a reception on Mardi Gras day, or nye with balcony over the square. Or after an event in the quarter just generally

Or roll in that yes, over special events the city is quite limited on FQ hotel rooms and those can be easily more expensive than the rent here

Isn't that what people have offices and conference rooms for, to do business there?

I don't get the need for an apartment at all. I'm sure it's commonplace(not the mayor living there lol) but I guess I'm missing something, unless the guests are sleeping there, but I read it as they weren't.
