I think in rare circumstances you'd need to ban alcohol. idk what those circumstances are but I think they just want the document on file just in case...?

btw not defending her bc I think she's dumber than hell but I bet this type of document is fairly common across the country

I'd imagine most emergency declarations have some type of power like this. Basically the ability to enact martial law.

Who knows what she'll actually enforce?

If it's a "we don't know why we'd need it, but we have it just in case" situation, it's not needed at all.

If there's a situation that necessitates this, undesirables will just loot them anyways.

Right, but a mayor can't declare it. Only President can federally or the governor at the state level.

I would imagine any declaration from a city mayor would be irrelevant in either case.

Theres a constitutional amendment keeping the govt from occupying any property it feels so compelled.

You can't really sign that away with a stroke of a pen by a banana republic mayor, though that obviously won't stop her from trying.

I’m not an attorney, but I don’t see how it can be legal. No way a mayor’s declaration can supersede the constitution.
