That area is full of hogs and timber rattle snakes. As others have noted, very common area to dump bodies, burn stolen cars, or kill people execution style.

LBJ's family was involved in developing NO East, so that explains the planning ahead.

Most of N.O. East was built up in the late 1960's early 1970's to support the flood of white flight from the Ninth ward primarily and parts of Gentilly. In the mid to late 60's there was a rash of block busters coming in there and buying houses for sale and then reselling at a loss .
What really happened with those interchanges was that the land was even worse and swampier than the area of NOE west of Paris Road which needed a whole bunch of lakes and canals built to facilitate drainage. They tried it off Michoud in Village D'L'est and within about 3 years there as a lot of soil subsidence wherein a lot of home foundations were exposed, etc. No builder with money and a brain wanted to build spec. homes in an area wherein they could be sued within 3-5 years for shoddy development

Back in the day, the Lake Forrest Plaza Mall was booming and had a Morrisons Cafeteria and ice skating rink inside. IIRC, John Belushi and Rosanne Rosannadanna
made guest appearances and signed autographs when the mall opened in the mid 70's. Nothing left but memories from our adolescence

IIRC, HC Jim Mora lived in Metairie. Remember back when he and his wife returned home after a game, and two thugs tried to rob him at gun point. But then they recognized him, and told him they wouldn't rob the Saints' HC. So they left.

Mora did not have a place out there. But Pat Swilling had a big house out there. Most Saints players bought homes in Ormond in Destrehan or in the case of Hebert and Steve Korte Mandeville

He may have lived out there at one point, but he lived on Cleveland in Metairie when he got held up. A couple of non-area residents followed him into his garage one night and robbed him and his wife. Harry Lee took some flack for making politically incorrect statements after the incident. Basically something to the affect of “If they don’t look like they belong there, we’re going to stop and question them..’ Robert Meacham lives back there now, but he drives a nice enough car to pass muster.

Walton or Johnson had a place in Eastover. Sold it for a huge loss when they moved to Houston.

"The urban legend i heard growing up is that some politician (or the wife of one) owned the land at the time and putting the off ramps there gave the impression that the land would be developed thus fooling prospective buyers into believing they were ahead of the game and not simply buying swampland but the next area to be expanded outside New Orleans. Supposedly they made a bundle out of the deal.
This explanation is the only one I have ever heard that makes any sense. The exits are completely worthless and are just circles to turn around on? I like Wiki's description:
249 Unsigned exit that leads to nothing[15]
251 Bayou Sauvage National Wildlife Refuge No human habitation
*note: Bayou Sauvage wasn't established until 1990"
This is the same story that I heard. A politician (don't remember which one) made a whole lot of money by selling this "usable land" to a schmuck that never actually pulled off any of the interstate exits. Considering this is Louisiana, it's the most probable explanation.

My mom would drop me off at preschool and drive across highway 11 to the Plaza, a couple of times per week.
The times I did go with them, I have vivid memories and maybe even a photo of me trying to scale those slanted gravel walls at the Plaza.
