Until the punishment fits the crime, it won't matter how many people NOPD arrest. Criminals virtually get away with murder. The crime solve rate is abhorrently low, and the sentencing is a joke. They're out of jail on serious charges in no time. Enforce harsher penalties and keep repeat offenders in jail.

It's not like the judges and DA just freely let violent criminals go with a smile and a handshake. Much of the community doesn't want to convict the criminals. Which means lack of witnesses and lack of favorable jurors. So arrests can't be made and convictions can't happen.
