I've looked at that quote for 5 minutes and have no clue what she's saying or signaling. I think it has something to do with Charlie from Always Sunny figuring out the conspiracy theory.

That honestly makes perfect sense, and I can't stand LaToya.
ETA:
It means the city has all of these organizations and work efforts that operate in silos. They have no/poor communication with each other and do not leverage each other’s knowledge/resources to tackle issues in the city. This leads to waste and poor efficiency. She thinks creating transparency between everyone and every group and most likely consolidating efforts will alleviate these problems
Now, I have no idea how she’s going to do that or if she even has a plan.

I understand being skeptical, and I am as well. But I’m telling you LaToya has city hall up in arms right now. She’s def making changes. Whether they’ll be good or not I can’t say, but she is trying to get more efficient over there.

Spoke with my bro yesterday about his property taxes. His mtg company overpaid, and he's trying to get back a little over 1000. He turned the paperwork in a few weeks ago, after waiting two months to receive it. He was told it takes the city approximately 90 "business days" to refund the money from the date they received the paper work.
NOLA will always be the #cityofno. LaToya's slogan (#cityofyes) doesn't even make sense.
