The articles say that the three reported up their chain of command that there might be a police report filed on them, I'm guessing after the story hit the news.

Is that usually how stuff like this goes?

Edit: Also, if it was only the three to report it to their commander, perhaps the fourth man wasn't involved or possibly he wasn't a Marine.
