A thesis reviewed by who, exactly? The person that holds a phd in the course of study the student made up?

it's probably reviewed by a panel of deans/professors within the college the student was accepted to within the uni. she/he probably had to give an oral defense as well

I have no doubt all of that took place, I'm just saying it's complete BS. If you let students start inventing individual majors based on whatever the hell they want, it completely devalues college degrees. Children's bedtime stories with a focus on talking dinosaurs is not a real degree.
