Actually exactly abiding by it. The law applies to personal and commercial vehicles. Not emergency vehicles. They may park wherever is necessary. Many places are designated 'no parking any time' so that emergency vehicles have convenient places to park when they are needed.

Is an emergency vehicle still classified as an emergency vehicle outside jurisdiction or off duty?

Yes, for a number of reasons.

It's your civic duty to report abuse or potential abuse of power. But, for all you know, the officer was delivering something to this place or doing something otherwise work-related. Officers are often reprimanded when they do something that is out of line. If you feel they were out of line, report it. His supervisor will thank you for your concern and dedication for making the community a better place.

This is correct.
That said, I've seen a cop parked in such a way that he straddled a crosswalk. Kind of hard to defend that.

My crazy libertarian aunt is always taking pictures of cops parked in fire zones, on sidewalks, or whatever and posting them on Facebook.
She said she got into a heated argument once when a cop parked in the fire zone and then went shopping. Said she was flowing the dude around the store and finally the cop threatened to arrest her so she retreated.

The picture was just supposed to be ironic/funny. That being said, I cropped it down and if you saw the whole thing you would realize he is parked on a street curb with no businesses across the street. Just a parking lot. I am sure he is writing a report, eating lunch, napping or sexting. Whatever. It is not a big deal to me and I don't think anyone should be "reported to their supervisor." Which is why I shopped out his license plate. Because some idiot would have called it in. That being said, in this day and age of cell phone cameras and the internet, I would think taking a few seconds to say "Hmmmm... Maybe I shouldn't park right under this sign." might be smart.

I guess in Louisiana if you are a BRPD officer you are above the law which is a huge issue.
BRPD officers think they are above the law. I seen a motorcycle officer run a redlight almost causing an accident at Sherwood Forest and I-12 to go eat lunch with his buddies. Watched the officer get off his unit and walk in the restaurant with his buddies to eat. I guess that is an emergency.
Then back in the early 1990's an officer was parking on Goodwood in the media not on official police business and when a homeowner complained that above the law BRPD officer arrested her. It was dropped after the media and chief back then caught wind of it.
We really need to elect a strong sheriff to put the BRPD back in their place inside the city limits.
This is outside his jurisdiction which if there was an emergency another dept would be called to handle the situation.

I agree 100% the law applies to everyone.
Just like parking downtown.
When WBRZ did a story on why officers from all departments were parking illegally the only commander that addressed the media along with standing up for what was right was our constable.
How can officers enforce laws when they snub their nose at the laws?
Maybe we need a Sheriff and Police Chief with his views that officers are not above the law.

Where is the license plate number? Also, the officer's call never is usually on the bumper. Sure this isn't a decoy or deterrent unit to slow traffic down?
