Buddy of mine in da parish is a NWS meterologist, he has a sweet weather system setup at his house.
From 505 am - 600 am - 55 min - his system recorded 5.67 inches of rain.
That's biblical, end-times shite right there.

Not quite biblical. You have a 1% chance of that storm happening every year - aka a 100 year storm. It might actually be closer to a 200 year storm, but I don't have the maps for those that I can access at the moment. It's probably somewhere between a 0.5% to 1% chance of that storm happening.

If it rained 5.67 inches per hour for 40 days and 40 nights it would certainly be biblical.

Have they determined the cause of the water backing up? Storm drains or catch basins clogged? Pumps not running where they said 115 out of 120 in operation?

The rainfall exceeded the capacity of the pumps. The pumps are designed to remove 1" of rain for the first hour, and then a 1/2" of rain for every hour after that.
