Newly Elected Mayor of Dolton Get Straight to the Scamming

We all remember the Super Mayor of Dolton, Township Ms Tiffany A Henyard, right?
The mayor that was double dipping and getting a $375,000 salary that also managed to bankrupt the town and get evicted from her home?
Meet her replacement Napoleon Harris -- former member of the Illinois Legislature. His salary as Mayor was supposed to be around $57K, but surprisingly he is still receiving the same $205K a year as his predecessor.
How is this possible when the Township voted to reduce the Mayor's salary to something more reasonable for a town of 20,000 people.?
When he was still in the legislature and running for Mayor, he snuck a little something into a Bill related to Crohn's Disease research funding. It simply said, local government officials salaries cannot be lowered.
So, new boss same as the old boss.

Well, like 3/4 of our last mayors ended up doing fed time and most of the governors I can remember.

The population shift of Dolton, IL has been drastic. They’ve gone from 2% of the population being categorized as Black/African American in 1980,
to 90+% by 2020.

My aunt and uncle lived in Dolton. I visited them in the early 90's, and it seemed to be a normal town to a young country hick from way down here. Went to church with them, and they showed me the highlights of the town. A few years later, my uncle experienced an attempted car jacking. He was in a land yacht and floored it and solved that problem for the time being. They were already retired, but relocated to Sottsdale Arizona, and it wasn't because of the climate.

Yes, thats the south suburbs of Chicago. Dolton, Harvey, South Holland, Chicago Heights, Park Forest, Richton Park, etc...
They were sleepy factory towns pre-war. WWII made them go big time. Lots of steel mills and machinery made in those towns that contributed to the war. Afterwards lots of GI came home and thousands of homes sprung up, small affordable but cheaply built. In short, those areas were blue collar catholic paradise. When the factories started moving south (and overseas) and that generation retired to Florida and Arizona (and moved the nearby Indiana for tax reasons) the areas cratered. Got violent and rough really fast
You also had a couple upscale and partially-jewish areas adjacent like Homewood-Flossmoor and Olympia Fields. They are still somewhat prosperous but not growing. Some really nice golf courses and one dies every few years. OFCC is amazing but you can see its not prospering the same way the north shore courses are. You can also find some amazing suburban houses for half price in these three suburbs (compared to the western and northern suburbs) but you will probably never see any home value growth.
But as long as cook county is managing this situation, it's going absolutely nowhere.

As long as those type of people are allowed to be in charge it is going to go that way. This guy is probably not going to be a s brazen as Tiffany was, but he will get his. Inmates running the asylum so that the responsible ones look bad there.
