Life, uh, finds a way.
In reality, they still need shipping (a lot of it), both air and sea freight. That would be my primary guess.
And it's probably likely that whatever testing procedures they have in place aren't 100% airtight on normal travel into and out of the country, because that is effectively impossible.

There’s a story out there (sorry no link) of a coronavirus spreading in a remote base in Antarctica after everyone had been there for over a month

Even if they’re going the route of “complete eradication by completely eliminating any transmission,” why not quarantine those 4 people and do extensive contact tracing?
