This is not a black problem or a Caucasian problem. It caused by people who want to be lazy, frick all day, duck responsibility, and blame others for their problems. A color of a skin has nothing to do with crime. It is a mindset of not wanting to work for something and either getting high on drugs or getting high on sex. When the money isn't around, humans will frick others to get it regardless of consequences. No one wants to set goals and put forth effort. If you can't value your own life, you certainly won't care for someone else's life. Kids beget kids with no resources earned to provide for.

Cure? Remember the movie Gangster Squad about the secret group with L. A. P. D.?

There is your answer. It won't happen in NOLA due to too much warm and fuzzy shite and coddling criminals, some of who are on the force.

You could take a squad of about 50 men, turn them loose on the city, back their asses up, let them do their thing.

Key is paying them well enough so they don't fall into the corruption trap.

Keep expanding NOPD to 1700 officers. Until we hit 1500, you won't be able to meaningfully conduct proactive patrols and use community policing. Once you're fully staffed, you should have 6-8 officers per district on foot for at least half of their shifts. Talking to people, being part of the community, building trust, and most importantly, being so common that thugs can't differentiate casual conversations with cops from a citizen giving information about who the problems are.

The traffic unit needs to be fully restored (it doesnt exist at all) and staffed. They not only handle accidents that are currently taking patrol units off the streets, but they conduct traffic stops, which is hands down the most valuable way to pick up the wanted felons.

DA's office diversion needs to be fully funded to throw as many first and second non violent offenders at as possible through it. Keeps the trial attorneys from having to deal with anything other than crimes of violence crimes and triples/quads who aren't getting the message.

In the interim, the City needs to beg the feds, DA and OPSO to throw together a task force similar to what the MAG unit did with gangs. It's no mystery as to who your 30 biggest targets are, there just aren't any resources with any individual agency to actually target anyone, they all are so understaffed that they're reactive. These are not rocket scientists, and they constantly commit "minor" felonies that can be multiple billed to put them away for 20- life. Combine forces, have NOPD and FBI/USMS on street and surveillance, OPSO gathering jail intelligence and on the phones, and DA /US Atty trying them. When you take the worst 20-30 off the streets at once, you've taken the people who are responsible for 2-5 murders each, and you've eliminated half your murder problem. This is what occurred when 3NG and the 110ers went down in 2012-13.

Of course, it's going to take parenting to stop the next generation from replacing those who were taken out, but you have to start somewhere.
