New Orleans violent crime- is it possible to fix it?

Nola has seen a major uptick in violent crime over the last couple of years. Anyone who lives anywhere near the city knows this problem all too well and it seems the criminals get more and more brazen due to no real fear of police. I recently saw a video of a young(9-13 years old) group of males breaking into cars in Lakeview during the middle of the day and it got me thinking. None of the cities leaders ever call out the real and obvious problems facing this city.
I tried finding the statistics for violent crime broken down by race and age in Nola but they intentionally make it almost impossible to find. Just to put some rough numbers to it, black males between the age of 16-28 make up less than 7% of the Nola population but account for an incredibly disproportionate amount of the violent crime. If someone can find the actual numbers please post them but I wouldn't be surprised if that small 7% accounts for 95% of the violent crime. The problem is not black females, whites, Mexicans, or any other demographic.
With that being said, I think the first step is to make those alarming statistics well known. We can't fix the problem until we take it head on. This is a multi generational issue that in my opinion can only be fixed at home, not by the government through legislation and handouts, and not at school. How a 9 year old is out breaking into cars during his summer break is a direct reflection on his parents. Until we can break this cycle there is nothing our derelict mayor can do to stop it. So what is the best way to get people to start providing for themselves, taking responsibility, and most importantly having BOTH parents involved?

If you start investigating crimes, solving them, sentencing them, and not letting them out until they've served their time, crime will decrease. The problem is that 90%+ of the crime in NOLA goes unsolved. Odds are in the criminal's favor that they can get away with any crime.

I hope it can be fixed - it is not too late - but it will take drastic measures.
No reason that New Orleans should not be a world leader in port, imports, exports, commerce, oil & gas, medical, etc.
Is has so much potential - needs the right leaders.

A lot of the music and culture promotes slinging dope and treating women as hoes. Kids are raised bumping that music daily. The lifestyle is glorified when it needs to be condemned by city "leaders". Fatass Gary Chambers could actually make something of himself if he went at the real issues. Won't happen I know

I definitely agree with this. At this point they have to be unlucky to actually get caught. In the rare cases where we catch the person, most of the sentences are a joke. This absolutely has to change and is something that can very easily be done with additional funding for police and a vast improvement in our court system.

Nothing's changing. Ignorant voters elect shitty leaders who care more about hiding problems than fixing them, especially if the solutions might agitate their supporters

All you gotta do is implement two new strategies. Allow stop and frisk. And due to statistics allow officers to racial profile. Would work wonders

When you have violent criminals getting probation or getting back out on the street after just a few weeks or a few months and continuing the cycle, not much is going to change. It's not uncommon to see a 25-year-old with a lengthy criminal record of violent crime is who has spent maybe a total of six months in jail since he was 16. These criminals, or at least the ones that cannot be rehabilitated, need serious jail time. Currently none of the consequences are meaningful to them.
