You're not looking at this the right way. He is getting into character for public entertainment, and obviously the OP found it interesting enough to take a picture. Despite how underwhelming it may seem, he took it upon himself to be there and in character to get a laugh/smile out of people and earn a dollar.
No it's not the equivalent of shoplifting to take his pic without tipping him, but it's a pretty lame arse move to do that.

I yell at people who don't tip me when I hold the door for them all the time. They received a benefit from me, Dammit!
