Anyone come out and explained why pumps were down for maintenance during hurricane season? Additionally, a time of year that produces afternoon showers and squalls almost daily?

The pumps in New Orleans are critical pieces of equipment. There should be an A/B pump for every pump there is, where you simply swap suctions and discharges in the event a pump is under maintenance.
I don't give a frick how much that would cost, it should have been the protocol since Katrina. New Orleans is one giant sump and the water is not going to flow uphill. These pumps are vital to keeping water flowing out of the sump.
And if Mitch knew the pumps were down during the rainiest part of the year, that's on him. He needed to do whatever it took to get the pumps in service again. For a part of the country with so many industrial contractors right down the road, there is no excuse.
