1990's NOPD would never allow this shite to go on. Granted, they might be the ones helping to make and dump bodies somewhere else in the city [cough]EAST[cough], but everyone knew you didn't frick around too much in the Quarter/CBD if you wanted to continue eating solid food and/or breathing.
It's like when Giuliani cleaned up Times Square. There was still fricking crime everywhere else, but he made damn sure the places the tourists want to go were cleaned and the image of the city improved, even if it was a veneer. Improved image = more tourists, more conventions, and more external money to further improve the city.

That’s right outside Brother’s Fried Chicken. Due to Social Distancing they aren’t letting everyone in at once. That whole 100 Block of Carondelet is pure garbage after the sun goes down.
