Throw the football with them. Let them hang with you in the garage as youre working on a project. Show them how they can help.
I've had neighbors with rough circumstances before, and I found how I could fill that gap in the kids lives. It was as simple as throwing the football with him. Talking to him about school and how important it is to make his own life valuable. It takes such little effort, but does require intent. The opportunities will arise.
Kudos for you, recognizing an opportunity to begin with. You'll never find anything more fulfilling than giving your life away for somebody else.

ETA: Seriously explain to them why a liberal arts degree is crap, and that a STEM degree will bring bigger paychecks, and bigger paychecks make their life better. Then, if needed, help them with their homework.

Not racist; a realist.
It's not racist to say that Blacks comprise 13% of the US population and 40% of the US prison population, it's a reality. Unfortunately, there are some that will say that's racist to even say that, although it's true.
So is it racist to say that your new neighbors will more than likely, especially in the circumstances that you described, be a future problem for you? I don't think so at all.
But it's likely they (or what/who they bring with them) will.

This applies to people of all races, because their are white people who have the same type of fricked up situations, that doesn't involve mixed race kids, etc.
There are really a lot more people who live fricked up lives than we are all likely aware of.
There are people who you would probably never imagine.. Live fricked up lives. I had a justice of the peace tell me (I know JOP have different jobs in different parishes, here they are a go between between victims and the police. So people with domestic disputes will go to their JOP first and then the JOP will get the cops involved if needed) that there are people who are well known where I live, who you would never imagine.. Who beat their wife.. And the wife finally had enough, goes to him first, but when she calms down she is too embarrassed to get police involved.
There are just some people who grew up in a fricked up family. They might have appeared like the perfect family, but behind closed doors its a different story. Then you have people who grew up in a family in which they didn't hide things.. They lived in a fricked up situation and in their mind.. It was normal.
Its sad and there is always a reason why people end up they way they do.

I didn't say you had to ask anything, but you ripped on the sister and sister's husband of the neighbor without even thinking about why she's a single mom. Why doesn't anyone in that family want to stick around the raise kids? Doesn't matter how wonderful you think this woman is, kids need both parents in the house for good raising. That extends beyond racial and economic lines.
She probably has some big issues herself and her sister probably didn't fall far from the same tree, although breeding with a man who beats the shite out of his 1 year old children is very low. She just happens to have a job that might allow her to conceal the issues easier.
