He as is wallet out but forgot his license? 
Must have taken out his license at home for some reason and forgot to put it back into his wallet.

Does LA mail licenses to people? Could have just forgot to put it in his wallet when it arrived in the mail. Assuming he's a new LA resident.

Sometimes I take my license and a credit card out of my money clip and just bring that with me. Lighten my pocket.

They literally print it for you at the DMV while you're waiting

He did that on purpose, he will use it to say it’s not fair to black students and that student ids won’t be required

Sorry! I edited my post. Yes, this is completely annoying, I'm just not sure which angle is the most aggravating.
When I was at LSU, I had to have my ducks in a row for everything, or I was getting sent back home to get prepared. This doesn't set a great example for the students.

Sort of. I didn't have my credit card with me when I went to the bagel shop near my office so I tried to cancel the order when I realized it. She gave me my bagel for free.

This guy is the flagbearer for everything they hold dear. Of course someone like the spleen would make sure this guy has ample excuses for everything, no matter how small

It can be both. It's a bonehead move for sure, but there are also several reasonable reasons why he didn't have it on him.
