I have a 2009 Audi A6 with the 4.2L V8 and no mufflers.
I live in a neighborhood and daily drive the thing to and from work.
Never had anyone complain or call the cops. I get a lot of thumbs up, actually, since my modest dark blue (and otherwise bone stock) Audi sedan sounds like a new Corvette in track mode.
Then again, none of my neighbors are cocksuckers, so.

Go out and crank your car every night around 1 am. If you haven't illegally modified your exhaust and there is no noise ordinance where you live he can do nothing about it or leave a flaming bag of poo on his doorstep

And I'm fairly certain it is not. The law states that interfering with delivery is a felony but there's nothing wrong with putting something of your own in there.
Similarly, the neighbor can file a complaint but you aren't getting a ticket unless a cop witnesses it.

Turn him into the US Postal Service and have THEM threaten to arrest, charge and try him for tampering with US Postal property (mail box) and mail fraud which is a felony, that should stop that BS with a quickness...
OR put his note back in the mailbox so postman can find it and let him have the convo with the jackarse...
