It is a nice subdivision and a few houses are being rented out. It’s not trashy by any means to have renters as long as you have strict rules in place.
Renters doesn’t automatically equal trailer trash and junk in the yard

Go knock on his door and ask if it’s cool if you weed eat along the fence due to it coming thru on to your side. If he’s a dick about it then spray round up.

I have a neighbor who doesn't take care of his property and you can clearly see the divide in the property lines.
They literally have 5ft tall weeds right now, they will be visible over the privacy fence soon.
They also raked up all their leaves 2 seasons ago but never bagged them. They literally just blew onto my property. The leaves were atleast thigh high but now are about as tall as your ankle.
It's been frustrating but the wife had a stroke and lost her ability to walk and stuff, so I try and help clear things when I can, but I also don't like treading 20 feet onto their property to maintain it.

I don’t own a weed eater, lol. I have an edger for my driveway and walk ways. I use round up along beds to keep the weeds from going into my flower beds.

I live so far in the sticks we have to pipe in sunlight. I don't rake in the fall. I just light it on fire and stand there with a hose lol.

This is the answer since you've already spoken to him about it. He's being a dickhole by knowingly letting weeds and grass from his property intrude onto yours, especially when you've offered to help and he rejected it.
Afterwards, bang his wife in front of him to show your dominance. #OT
