I owned two beagles; they are a noisy breed. Especially at night.

at calling the cops all they will do is say please quiet your dog and it'll keep barking. Go ask the neighbor to take it inside at night.

Inconsiderate neighbors. You have to go speak with them about the situation. In my case, I called the neighbor at 1AM when the dog was barking and politely asked them to bring the dog inside. No problem for the last 3 years.
