Thinking about buying an old jon boat from a buddy of mine. There is no title for the boat and no way of contacting previous owners. Can I legally take this boat out on the water without a title/insurance? There's no motor on it yet but was thinking about getting just a small tiller or trolling motor.

I purchased a used sit in 10ft fishing kayak a while ago and it has worked perfect for ponds/lakes. I really like the kayak, but in the future I want to be able to take it in out in deeper/saltwater areas. I was wondering if it is worth it to put more money into it (fish finder/outriggers/maybe trolling motor) or should I sell it and invest in a nicer sit on top. I am worried if I were to get caught in some waves or something that the kayak might fill up and sink.
