Get to scratching base of the neck where the mane stops, (horse can not scratch themselves there) and they will follow you like a puppy after awhile.

In reality the horse was one of the best paid actors in the movie. While many went on to stardom, when the movie was cast they were all pretty cheap. I think it took Sutherland added to the cast to even get the studio green light as the others were not bankable and unknown at the time.
When you watch the movie, look for Stork. He was the writer for Animal House and Caddyshack before he died a young death.
