Navy Vets of the OT - what is this rank & job?

I believe it is supply or cook, but is it an officer, O-2 Lieutenant?

looking closely, that's a very old uniform...the half stripe looks like there is color in the middle, similar to the sleeve stripe on an Army Officer's Blue uniform.

I'm not that familiar with Navy uniforms, but it's possibly a pre WW2 uniform...

The lady I bought it from was older (70’s), and she said it was her dad’s, so I’m guess WW2 or Korean era

ETA; forget all my previous blathering. Those are O-2 stripes. No clue on the occupational badge. No pilot wings, no care.
