The way it works is the Captain has like 5 minutes to get from the bridge to the fantail to get a photo op in. He's not looking over anything because he has 1 minute to get that shoot done and be back on the bridge. Someone set him up. Probably a DEI sailor.
Fwiw, most of the navy and air force never touches a firearm from the time they give their oath till separation. Firearms were removed from bootcamp before I got there in 91.

Ten crewmen were killed and the C.O. and X.O. were removed. At some point in the last couple of years, Yaste served as X.O. of the ship and became C.O. about a year ago.

The AF still has weapons qualification during basic, depending on one's job, there's either periodic re-qualification or "just in time" qualification before a deployment, certain TDYs, etc.
