The National Guard (and the Marines, too, if they were actually be deployed) are there for the sole purpose of protecting the Federal buildings. That's it. They aren't going to stop the car fires or step in to stop the crowds from fricking up private property if/when that happens.
The state and local PD resources are only going to be allowed to do the bare minimum to stop this shite. Law abiding citizens are largely on their fricking own.

If there’s one person you can trust to make split-second life-and-death decisions regarding the legally justified use of deadly force on an American citizen on American soil in a violent chaotic environment like a riot, it’s the guy from the local factory who serves in the guard as a mechanic one weekend a month and two weeks a year.

You're not wrong. In the '68 Detroit riots, the Guard was using M2 .50 cal MGs and getting casualties two buildings past their target. The regular Army bird colonel (a guy that I knew later in life) showed up, said WTF? and ordered nothing heavier than .30 MG in extreme cases and more non-lethal and light arms to be used.
