I've noticed he only picks on and has success the ones that are incredibly stupid (Dee Dee) or from small areas (Whitecastle and Greensburg).

I am saying that he picks and chooses his battles, and would like him to pick on real corruption that affects more than a few thousand people. Trudy releases all kinds of garbage on a regular basis.
