not at all. i think the officer should have gotten more than 20 years. all i'm saying is that we need, as a society, to stress the importance of compliance also.

and I am saying society already knows this. Walter knew this. It's common knowledge. Folks are always going to break the law. Folks aren't always going to comply with the law. It is human nature to buck on occasion, and when tensions are high, people act irrationally.
There is no reason to seemingly place any blame on someone who made a bad judgement call in the moment. He's already paid the price tenfold. Now go frick yourself.

I imagine if that scenario occurred and the officer didn't shoot because the suspect had their back to them, but then the suspect got away and killed someone else, that precinct would go under from the lawsuit.

Now - it is clear that Walter Scott ran from the officer (and he should not have done that).
I am also fairly certain (not 100%), that when the officer drew his taser, there was - at least - a brief struggle between Scott and the officer over the possession/control of the taser (the instant of which, the threat probably - for the briefest of windows, could have justified lethal force).
However, the video evidence is clear and unambiguous - once that brief scuffle over the taser ended and Scott fled (again, which he should not have done), the justification for lethal force was gone. It was, pardon the pun, long gone when the shots were actually fired.
What the officer did was an execution. Murder under color of law (law enforcement). Murder deserves more than 20 years, IMHO.

It's because race relations are generally better in the south, despite the stereotype. Baton Rouge not withstanding.
Seriously. I've lived in 7 states and people of all races just get along better in the south.
The BLM rally in Birmingham earlier this year had less than 400 people show up. Whereas other rallies around the countries had thousands show up.
