My next-door neighbor now has three "project" cars

One of which has been parked in front of my house since January. I like the guy, but I am really getting tired of this.
The one in front of my house was "only going to be there a couple of days." I got on him about that one about a month ago and he agreed to move it into the lone remaining space in front of his house. It turns out that the wheel bearings have locked up and he "sprayed some penetrating oil on them" and would move it soon.
Last week he parked another non-running car in that spot. He has another "project" on jack-stands in his driveway behind a "fence" that is nothing more than an old gate door that he has propped up in front of it.
I really hate to call Zoning on him but I don't see any alternative.
Suggestions?
This is in Metairie, and no, this is not a trashy neighborhood but he is starting to make it look like one.

He's knowingly taking advantage of the fact that you're willing to play the nice neighbor. Call him out on it and stand your ground

I feel for ya Johnny. Need to know if there are any restrictions and covenants in your neighborhood. It's just irresponsible to junk up a place.

true, however if said neighborhood was non-trashy, wouldn't some of its residents take action against junk cars in the streets?
imo OP is jealous he cannot afford a junk car, while neighbor is living the high life

I would have them towed if there is a HOA covenant or law in your area against parking on the street in your neighborhood. Nothing you can do about ones in his driveway though.
