Yea, to clarify my comment - having the mother arrested, prosecuted and sentenced would get the daughter off the hook for the financial charges. But the CC company would probably make you go through all of those steps before they cancelled the charges. The OP doesn't want to go that route.

This is often seen with shitty parents who ruin their own credit. They then open accounts in the kids’ names, and the kids don’t find out until they apply for student loans or a mortgage.

The parents always have a sob story, and they almost never pay the debts they racked up in their kids’ names. Credit ruined. Thanks, mom.

When shitty things happen in my life, I try to look at them as opportunities.

This is a chance to show grace and be a better person to someone your kids adore. They may not ever know the details of this situation, but you will be rewarded for leading with a kind and forgiving heart.

Give her the opportunity to help, but don’t stop showing her love. She is the mother of your wife and grandmother to your children.

You know her better than anyone on this board, and it sounds like you genuinely enjoy her being in your family’s life.

As for restitution, the MIL said she was going to pay it back. What good can come out of this when you call the cops and the grandchildren lose their grandmother and the daughter loses her mother for less what is essentially a price of the used car?? Either way she is going to pay it back and I don't see why not with her being a nurse. That would be less than 3 months of wages for her. 18 years of raising the daughter and you will put the MIL in jail for 3 months of work? The couple can choose not to have mercy on the MIL, but they do have to practice justice. Justice owed to the MIL because she is her mother.

What’s the threshold, then? How much can she steal before there are repercussions? Maybe they can report it and withhold charges if she goes into treatment. She’s not going to stop if she’s bailed out of this.
